Digital Inclusion and Community Engagement: What We're Learning and Doing

Digital inclusion is more than just providing access to technology; it’s about creating opportunities for individuals to participate fully in society. A recent initiative in the UK, the Digital Inclusion Action Plan launched in February 2025, exemplifies this approach. The plan focuses on five key areas:

  1. Local-Level Support: Establishing a Digital Inclusion Innovation Fund to support community-driven projects that help individuals get online.
  2. Skills Enhancement: Enhancing frameworks assisting individuals and businesses in acquiring essential digital skills, ensuring safe and confident online engagement.
  3. Device Provision: Collaborating with the Digital Poverty Alliance to repurpose government laptops for those in need, addressing the lack of appropriate devices.
  4. Accessible Government Services: Simplifying digital public services to enhance user experiences and expand the adoption of GOV.UK One Login for seamless access.
  5. Evidence Gathering: Assessing effective digital inclusion strategies, identifying areas with the greatest need, and evaluating the economic and social benefits of equipping adults with digital skills.

The plan specifically targets groups disproportionately affected by digital exclusion, including young people, older adults, individuals with disabilities, unemployed individuals, and low-income households. This initiative aligns with the principles of the DICE Project (Digital Community Engagement Accelerator), which emphasizes the importance of co-creation and sustainability in digital inclusion efforts. By involving communities in the design and implementation of digital solutions, both projects aim to create lasting, impactful change. As we move forward, it’s clear that digital inclusion is not just about providing access to technology—it’s about creating opportunities for individuals to participate, share ideas, and contribute meaningfully to their communities.
